Billy Hill is the classmate and friend of Jamie Lloyd, whom he also has a crush on. It is unknown if Billy went to the Haddonfield Children's Clinic like Jamie did. The only disability he was shown to have was a strong stutter. On the morning on October 31, 1989, Billy witnesses Jamie having a vision of Michael at the Carruthers home. After Jamie learns her foster sister Rachel is all right, Jamie still feels like something is wrong and is visibly upset. Billy tries to comfort her but she pushes him away. Later that night, Billy dresses up as a pirate for Halloween and gives Jamie some flowers and his bracelet, which he tells her is for good luck. Jamie is touched by Billy's kindness and gives him a kiss as they get ready for the costume pageant. As soon as their names are called, Jamie has a vision of Tina Williams in danger and collapses. Jamie tries to explain where Tina is at but cannot speak all that well so Billy has to relay the information for her.
As the night went on, Billy grew more concerned for his friend's well-being and listened in on Tina and the police officers' talk about taking Tina to the Tower Farm party. Once Jamie ran off to save Tina, Billy went after her and told her of Tina's location. Once they arrived, they saw Tina being chased by Michael Myers in a car. Jamie tried to get his attention so he would not harm Tina, which worked, but not the way Jamie had planned as Michael now focused his attention on Billy. Billy tried to run away but not fast enough and tried to get Michael to stop, but he ran over Billy's leg as he was thrown into the field. Michael then went after Jamie. Tina checked up on Billy and once she saw that he was fine, she went to save Jamie. Once Billy was able to walk, he found that the car was crashed, Tina was dead and Jamie was trying to escape Michael. Billy came and grabbed Jamie and begged her to run away from her uncle after Tina's murder. Luckily for both, Dr. Loomis, the police and an ambulance arrived and took Billy back to the clinic. His life was in danger once again when Michael visited the clinic, but was saved when the police arrived, and Billy was not one of his victims.
